Deven McGraw

National Partnership for Women & Families
Deven McGraw is the Chief Operating Officer of the National Partnership for
Women & Families. In this role, she provides strategic direction and
oversight for the programs in each of the National Partnership’s three core
areas of advocacy: workplace fairness; access to quality, affordable health
care; and policies that help women and men meet the dual demands of work and
family. She previously served as Policy Counsel to the National Partnership,
working in both the health care and work and family program areas.
Ms. McGraw is also very active on health information technology issues and
national efforts to establish a nationwide health information network. She
currently serves on the two workgroups of the American Health Information
Community (AHIC): the Confidentiality, Privacy and Security Workgroup and the
Personalized Health Care Workgroup. Both workgroups will be providing
recommendations to AHIC and the Department of Health and Human Services about
policies and practices that should be adopted to facilitate greater use of
health information technology.
Prior to joining the National Partnership as the Chief Operating Officer, Ms.
McGraw was an associate in the public policy group at Patton Boggs, LLP,
focusing primarily on Medicare policy issues. She also was an associate in the
health care group at Ropes & Gray in Boston, Massachusetts, and served as
Deputy Legal Counsel to Governor Paul Cellucci and Lieutenant Governor Jane
Swift of Massachusetts, advising them on health care and economic development
issues. Ms. McGraw also taught in the Federal Legislation Clinic at the
Georgetown University Law Center for two years and served as the Clinic’s
Acting Director from 2003-2004.
Ms. McGraw graduated magna cum laude from the University of Maryland, earning
bachelor’s degrees in journalism and English. She earned her J.D., magna cum
laude, from the Georgetown University Law Center in 1995 and was the Executive
Editor of the Georgetown Law Journal. She also has a Master of Public Health
from the Johns Hopkins School of Hygiene and Public Health and earned an L.L.M.
at Georgetown.
